Five thousand dollars is the whole design constraint

Do the arithmetic before you design anything, because it decides the shape of the programme. Five thousand dollars over six months is roughly eight hundred a month, the venue is already provided, and Sidney's own salary is already paid, which means the money is available for materials, incentives, refreshments and any additional facilitator time. That is enough for a small-group curriculum delivered repeatedly, and not enough for a media campaign, an external consultant or an evaluation contractor. Say that out loud, because the second question asks how budgetary and personnel considerations affect effectiveness, and you cannot answer it without having first committed to a design the budget actually supports. Write those numbers at the top of the answer and refer back to them, because the second question is scored on whether the design and the constraint were ever connected. Sidney's own time is already funded.

The design itself should follow a planning model rather than Sidney's intuition, and naming one is what makes this a health education answer rather than a project plan. A needs assessment comes first, since minority youth in an urban city is a population description and not a behavioural analysis; what Sidney needs to know is which substances, at what ages, with what perceived norms behind them.
