Emergency Preparedness Interview

A plan written as an internship application to a county health department. Two requirements decide it: lessons drawn from a real event in a comparable community, and an all-hazards approach.

A similar community, and what all-hazards actually requires

Two requirements in the brief do most of the work and both are easy to answer weakly. The first is the lessons learned from a recent event in a similar community, which means finding a real after-action report and saying what specifically transfers. Similar has to be argued: comparable population size, geography, hazard profile, health system capacity and demographics, and if your community differs in one of those you should say what does not transfer as a result. That sentence is worth more than a page of general preparedness principles. After-action reports are published for most significant United States incidents and they are unusually candid documents, so the material for this section exists and is specific: what failed in communications, where the surge plan broke, which agency assumed another was doing something. Adapting three concrete failures from a real report will carry the plan further than any amount of framework description.

The second is the all-hazards approach, which is routinely misread as covering every possible disaster. It means the opposite: building the capabilities common to most emergencies rather than a separate plan for each, so incident command, communications, surge capacity, mass prophylaxis or vaccination, continuity of operations, mutual aid and volunteer management are planned once and then supplemented with hazard-specific annexes. Structure the plan by phase, because mitigation, preparedness, response and recovery each contain different work, and recovery is the phase that gets three sentences and deserves better. Two things will strengthen it further: an explicit at-risk population section covering people with limited mobility, those dependent on electricity for medical equipment, people with limited English, and those without transport; and an evaluation section saying how the plan would be exercised and revised, since a plan that has never been tested is a document rather than a capability.
