The subject of this paper is the coverage, not the issue

The framing sentence is doing more work than the task sentence. Nurses have to be knowledgeable consumers of information, and it is important to understand whose interests are being represented: that tells you the object of analysis is the reporting, not the health care issue underneath it. A paper that explains vaccine hesitancy, or opioid prescribing, or nurse staffing ratios, and then mentions that two outlets covered it differently, has written the wrong paper competently. Choose an issue where two positions genuinely exist and are argued in public, then treat each piece of coverage as the specimen. Who published it, who funded them, what the piece leaves out, which sources it quotes and which it does not, and what the reader is being moved toward. Pick coverage you can obtain in full, because a paywalled piece read only in summary cannot be analysed at the level of which sources it quotes and which it leaves out.

Effective and accurate are separate verdicts and the brief asks both, so do not collapse them. A piece can be highly effective and inaccurate, which is the most interesting case and the one worth writing about; it can also be accurate and inert. Judge effectiveness on rhetorical grounds by asking what the piece was trying to achieve and whether the audience would be moved. Judge accuracy against the evidence base, which is where your five scholarly sources earn their place: you cannot call a claim inaccurate without a source that says otherwise. Note also that the rubric mentions the health policy issue and its impact on the structure and financing of health care, so the issue you pick should have a financing dimension you can trace rather than being purely clinical, and the paper should say what the coverage means for policy. Both verdicts belong to the coverage, and neither settles who is right about the issue itself.
